Who buys payroll outsourcing in Karachi

Karachi is where the head offices are

And a head office payroll is rarely simple — because the staff are usually not all in one province.

Group head offices

HR sits in Karachi while staff sit in two or three provinces, each under a different social security institution.

Banks, NBFCs and insurance offices

Support and facility staff administered apart from the officer cadre, often on a separate payroll run.

Trading, clearing and shipping

Around I.I. Chundrigar Road and the port, where headcount moves with the season and the paperwork never catches up.

Manufacturing in SITE, Korangi, Landhi & Bin Qasim

Where worker records are the first thing a buyer’s social audit asks to see.

Companies with no HR at the branch

A Karachi office of forty people whose HR function is in Lahore, Dubai or London.

Seasonal and project headcount

Joiners and leavers every month, so the payroll is never the same twice.

What changes because your staff work in Sindh

Karachi means SESSI, not PESSI

Social security in Pakistan is provincial. For an employee working in Karachi the institution is the Sindh Employees’ Social Security Institution, under the Sindh Employees’ Social Security Act, 2016. The establishment registers first — industrial and commercial — then each secured worker, and contributions run monthly on SESSI’s own cycle and system. EOBI sits alongside it, federally. Experience of filing in Punjab does not file a Sindh return.

Minimum wage

Sindh notifies its own minimum wage

Sindh sets minimum wages under the Sindh Minimum Wages Act, 2015. A tripartite Sindh Minimum Wages Board recommends; the Sindh government then issues the notification that makes a rate enforceable — on Sindh’s timeline, not Punjab’s and not Islamabad’s.

In Sindh that one notification drives two things at once: what you may pay, and what your SESSI contribution is calculated on.

No wage figure is printed on this page, deliberately

Published Sindh rates conflict across websites and news reports, and a notified rate has been contested by employer bodies before. We work from the current Sindh Labour Department notification, and re-check it at every revision.

The multi-province head office

When the head office is in Karachi and the staff are not

A Karachi head office with a Lahore branch and a Rawalpindi store is not running one compliance stream. It is running this:

Where the employee worksInstitutionMinimum wage notification
Karachi and the rest of SindhSESSISindh
Lahore, Rawalpindi, FaisalabadPESSIPunjab
Islamabad Capital TerritoryIESSIICT
Everywhere — federalEOBI—
One calendar, one invoice

We consolidate that into a single payroll calendar with each employee registered against the institution for the place they actually work. Attendance reconciled, payroll approved by you, salaries paid by bank transfer, payslips issued, EOBI and SESSI processed, one invoice. Deduction records are maintained — but tax filing and tax advice stay with your own tax consultant.

The process

The monthly cycle

A payroll month runs to a calendar, not to goodwill.

1

Cut-off

Attendance, leave, overtime, joiners, leavers and salary changes by an agreed date.

2

Calculation

Computed against your salary structure and policy.

3

Your review

You see the payroll register before any money moves.

4

Payment & payslips

Bank transfer on the agreed date; payslips to every employee.

5

Filings & reporting

EOBI and provincial contributions filed, then your summary and one invoice.

Said plainly

How we serve Karachi without a Karachi office

Our office is in Rawalpindi. There is no Karachi branch, and we are not going to pretend otherwise.

That matters less here than people assume, because payroll is administrative work. Bank transfers, EOBI and SESSI filings, payslips and records are produced from a desk, not from a street in Karachi, and your approval loop runs on email and WhatsApp either way. Where a SESSI matter genuinely needs someone present, we say so and arrange it.

Labour supply is the opposite — there, being on the ground is the service, which is why that is a different page.

Questions

Frequently asked questions

We already pay EOBI. Isn’t SESSI the same thing?

No. EOBI is the federal old-age benefits institution; SESSI is Sindh’s social security institution, with its own registration, contribution and medical benefits. A Karachi employer deals with both, separately.

Hamara head office Karachi mein hai aur staff Lahore mein bhi hai — ek hi payroll chal sakti hai?

Ji haan. Karachi ka staff SESSI mein register hota hai, Punjab ka staff PESSI mein, aur EOBI federal hai. Calendar aur invoice ek hi rehti hai.

Our Karachi staff are not registered with SESSI at all. Then what?

We review what exists and tell you what is missing and what registering now involves. We will not pretend a gap is not there, and we will not promise to erase the consequences of a past one — that is for your own legal advisor.

Our port and trading headcount swings with the season — does that work?

Yes. Payroll is processed against the headcount of the month, and joiners, leavers and final settlements are part of the cycle rather than exceptions to it.

Do you pay from our account, or yours?

Either is workable, agreed in writing before the first run. Either way every salary goes by bank transfer into the employee’s own account. No cash.

Which other payroll pages should we look at?

If your staff are in Punjab see our Lahore payroll page, for the capital see Islamabad, and for the full service see payroll outsourcing in Pakistan.
