Manpower Supply Company in Gwadar
Khawaja Manpower supplies trade-tested workers to project sites in Gwadar — port and free zone construction and fit-out, warehousing and port-side handling, infrastructure contracts, seafood processing and cold-chain plants, and camp, mess and housekeeping teams. Gwadar is not a walk-in labour market. Work here is camp-based, batch-deployed and run on rotation cycles, and that is how we quote it.

How We Serve Gwadar — Said Plainly
Our office is in Rawalpindi. We do not have a branch office in Gwadar — a Gwadar office is. Gwadar is the far end of the Makran coast from us, and a supplier who glosses over that is one you will be arguing with by month two.
So we do not pretend to be a local labour contractor. We do the thing a local contractor usually cannot: assemble a documented, trade-tested batch, mobilise it as a unit, house it under an agreed camp arrangement, and hold it on site through a written rotation plan.
- Sourcing is a mix, and you set the mix. Workers from the Rawalpindi–Islamabad and north Punjab catchment, plus local sourcing in Gwadar and the Makran belt for the Balochistan-domiciled share your contract requires. We tell you which stream each man comes from.
- Trade testing before travel. Nobody travels the length of the country to fail a test at your gate. You get video of the test and photos of the work piece before transport is booked.
- Written first. Camp, mess, drinking water, travel, rotation and replacement are agreed in writing before deployment. On a remote site, a verbal understanding is a dispute that has not happened yet.
- We supply and manage workers — nothing else. Site security, access permits, gate passes and NOCs are the client’s responsibility. We do not provide security services, security clearance or armed staff.
We run on the Khawaja Manpower group’s 30+ years in recruitment, through Khawaja Manpower (SMC-Private) Limited, registered with the SECP. Supply is inside Pakistan only.
There is also a compliance advantage. Pakistan’s overseas employment system is government-regulated end to end: licensed agencies, the Bureau of Emigration & Overseas Employment (BEOE), Protector of Emigrants clearance, and a formal OEC (Overseas Employment Certificate) for every departing worker. For a Saudi employer, that means a paper trail behind every hire — something informal hiring channels can never offer.

Camp, Mess and Drinking Water — Settled Before Anyone Travels
On a Gwadar posting the camp is not a detail, it is half the contract. Fixed in writing before deployment:
- Accommodation — whose camp, men per room, bedding, cooling, power hours
- Mess — who runs it, how many meals, and whether we deploy cooks and kitchen helpers as part of the batch
- Drinking water — the supply arrangement and who pays. Gwadar’s water has long depended on desalination and tankering, so this belongs in the quotation
- Site transport between camp and workfront
- Medical cover on site first aid, and the referral route beyond it
If any of those five lines is blank in a quotation you receive — ours or anyone’s — the project pays for it later.
Batch Deployment and Rotation Cycles
Men are mobilised as a batch, not trickled in. A batch travels together, inducts together, and is supervised by a named Khawaja supervisor who travels with it.
Then the part most suppliers avoid writing down: the rotation plan. Workers posted far from home do not stay indefinitely, and a project with no leave cycle gets an unplanned one — three men who do not come back after Eid, at the worst point in the schedule. So we agree up front how many weeks on site before a leave rotation, how many men rotate at a time, and who covers the gap while they travel.
Overlapping batches, so headcount on the workfront never drops during changeover, are the cheapest insurance a remote project can buy.
Mobilisation Lead Time — Honestly Long
Gwadar mobilisation is not a twin-cities turnaround and we will not quote it like one. Between trade testing, documentation, medicals and the journey down the Makran Coastal Highway from Karachi — or across the M-8 corridor, parts of which are still under construction — the clock runs long.
Replacement at This Distance
We will not tell you a replacement reaches Gwadar in 24 hours, because he does not. What works instead: a standby pool held against your batch and already trade-tested; pre-approved reserve candidates you cleared in advance, so no approval cycle is lost when a man drops out; and reserves mobilised with the next batch or the next rotation. That is why the rotation plan matters more than a replacement promise.
Medical Fitness and Site Paperwork
Project clients here want the file closed before the gate, not at it. Per worker: CNIC verification through NADRA with references checked, a pre-deployment medical fitness certificate to your stated standard, a police character certificate where you ask for one, the trade-test record and work-piece photographs, the signed contract, and whatever your HSE team needs for site induction and gate passes — issued by you, prepared by us.
Local Hiring and Balochistan Domicile
Projects in Balochistan — particularly government and CPEC-linked work — commonly carry local-hiring expectations, and many contracts write them in. We do not ignore that, and we do not quietly ship a full Punjab crew against it.
We build the batch around whatever local-hiring share your contract requires using local sourcing in Gwadar and the Makran belt for the Balochistan-domiciled portion and supplying the balance, usually the scarcer skilled trades, from our catchment. Tell us the clause at enquiry stage and it shapes the sourcing plan from day one instead of becoming an audit problem in month four.
Two Ways to Hire, and the Compliance That Comes With It
Take workers on contract — they stay on Khawaja Manpower’s payroll, we handle salary, attendance and social security, and you get one monthly invoice per worker with replacements included for the term. Or hire permanently onto your own payroll for a one-time fee, with replacement inside the guarantee period. Project batches, camp and mess teams and processing peaks usually cost less on contract; long-term engineers and supervisors usually do not.
For workers on our payroll:
- EOBI registration and contributions — EOBI is federal, so it applies in Gwadar exactly as in Rawalpindi
- Provincial social security — Balochistan has its own institution, the Balochistan Employees’ Social Security Institution (BESSI), set up under the Balochistan Employees’ Social Security Institution Act, 2022, which has opened a zonal office and dispensary in Gwadar. Workers deployed from Punjab may instead have registration handled under PESSI, depending on how the engagement is structured
- Written contracts, attendance records and bank-paid salaries
- Proper tax invoices (add NTN / sales-tax registration once available)
Project headcount changes fast, and payroll has to keep up with it. If the staff are on your own books, the monthly salary cycle and statutory filing can be run for you — see payroll outsourcing. For a camp-based workforce that scales up and down with the project, staff outsourcing is normally the cleaner arrangement.
Frequently Asked Questions
How long does mobilisation to Gwadar actually take?
Longer than to anywhere else we supply. Helpers and camp staff in 2days, trade-tested skilled workers in days, large requirements in waves. Testing, medicals and documents all happen before travel.
Who provides camp accommodation, mess and drinking water, and who pays?
Whatever we agree in writing before deployment. Some clients provide camp and mess and take labour only; others ask us to bring cooks and camp staff in the batch and build it into the rate. Either is fine — an unwritten assumption is not.
How does the rotation cycle work?
Men work an agreed number of weeks, then rotate on leave while the next group travels. We propose 1 weeks on, 2 days off, with overlapping batches so your workfront headcount does not drop during changeover.
Our contract has a local-hiring requirement for Balochistan domicile holders. Can you work with it?
Yes, and it belongs in the first conversation. Give us the clause and we build the mix around it — local sourcing for the domiciled share, our catchment for the balance. We will not paper over a shortfall.
Who pays travel to and from Gwadar?
It is priced in the quotation: mobilisation, rotation travel and demobilisation stated separately. Nobody should discover who pays for a rotation bus in month three.
What happens if a worker leaves mid-project?
That is what the standby pool and pre-approved reserves are for. Reserves you have already cleared mobilise with the next batch or rotation — honest about the distance in a way “replacement within 24 hours” is not.
