Facility Management Services in Pakistan
Soft services under one contract — housekeeping, janitorial, pantry, office support, gardening and maintenance helpers — with the statutory compliance behind every worker documented, and one invoice a month.
Khawaja Manpower (SMC-Private) Limited — a registered Pakistani company
What sits behind every deployed worker
- A written employment contract
- EOBI registration and monthly contributions
- Provincial social security by place of work
- Attendance record and bank-paid salary
- A named supervisor accountable to you
Soft services, scoped per site
We quote after a site survey, never from a formula. A 40,000 sq ft hospital floor and a 40,000 sq ft warehouse need completely different teams.
| Service line | What it covers |
|---|---|
| Housekeeping & janitorial | Floors, washrooms, common areas, lifts and stairs, periodic deep cleaning |
| Office support | Office boys, tea and pantry attendants, messengers, meeting-room setup |
| Front-of-house support | Reception helpers, visitor handling support, lobby assistance |
| Maintenance helpers & technicians | Electricians, plumbing and general maintenance helpers for day-to-day upkeep |
| Gardening & outdoor upkeep | Lawns, plants, parking and external areas |
| Kitchen & canteen staff | Canteen and mess kitchen helpers, utensil washing, service staff |
| Laundry & linen | Linen and uniform handling where the site runs its own laundry |
| Supervision | A named supervisor per site, with roster, attendance and area checklists |
Need the trades rather than the facility team? See electrician supply, housekeeping outsourcing and office boy outsourcing, each of which can also run as a standalone contract.
The compliance file is the part that gets audited, not the cleaning
Every facility management company in Pakistan publishes the same list of services. Almost none of them publishes what sits behind the people doing the work — which is the part a procurement or internal audit team will ask about once the contract is running.
So here it is plainly. Workers deployed on our contracts are employed by us, on written contracts, with attendance recorded and salaries paid into their own bank accounts. EOBI is federal and filed monthly. Provincial social security follows the worker’s place of work — the Punjab Employees Social Security Institution in Punjab, the Sindh Employees’ Social Security Institution in Sindh, the ICT institution in Islamabad, and the provincial institutions in Khyber Pakhtunkhwa and Balochistan, each operating under its own provincial law.
Manpower supply and cleaning services are taxable services under provincial sales tax on services, administered by the Punjab Revenue Authority, Sindh Revenue Board, Khyber Pakhtunkhwa Revenue Authority and Balochistan Revenue Authority. Islamabad is the exception: services there are taxed under the Islamabad Capital Territory (Tax on Services) Ordinance, 2001, administered by the FBR. You receive a proper tax invoice either way.
Six things settled before the quotation
Facility contracts fail on the things nobody wrote down, so we write them down first.
Area survey
Covered area, floors, washroom count, footfall and surfaces. Headcount comes from this, not from a rate card.
Shift pattern
Day, double or round-the-clock cover, with the cut-off and reporting times fixed in the contract.
Relief and absence cover
A reliever pool planned in, so cleaning does not stop on an off day or during Eid.
Materials and machines
Chemicals, consumables and equipment sit with you or with us. Either works — but it is written down, because it moves the price.
Incumbent staff
If a contractor is already on site, we tell you up front whether we can absorb their workers or not, rather than discovering it at handover.
Reporting format
Area checklists, attendance and the monthly report agreed with your facility manager before day one.
You will not find ISO numbers or social-compliance marks on this page. What we document is the employment and statutory record behind every worker on your site — contracts, attendance, bank-paid salaries, EOBI and provincial social security — and that record is produced on request, not promised.
From survey to a team on site
Transitions go wrong in the first week or not at all, so the first week is planned in detail.
Site survey
We walk the premises, count what has to be cleaned and maintained, and agree the scope in writing.
Staffing plan and quotation
Headcount per zone and shift, supervisor cover, reliever ratio, materials position, and the price.
Recruitment and verification
Shortlisting, CNIC verification through NADRA, references, and police character certificates where you require them.
Mobilisation
Team on site in uniform with a named supervisor, briefed on your SOPs and site safety induction.
Steady state
Attendance, payroll, statutory filing, leave cover and replacement stay our job. You get one monthly report and one invoice.
Included, and not included
Stated plainly, because the gap between the two is where facility contracts turn sour.
| Included | Stays with you | |
|---|---|---|
| Recruitment, verification and deployment | Yes | — |
| Payroll, EOBI and provincial social security | Yes | — |
| Supervision, rosters and area checklists | Yes | — |
| Leave cover, absence cover and replacement | Yes | — |
| Uniforms | Agreed at quotation | Or supplied by you |
| Cleaning chemicals, consumables and machines | Agreed at quotation | Or supplied by you |
| Site access, storage and SOPs | — | Yours |
| Security guarding | — | Separately licensed — not offered |
| Pest control and specialist treatments | — | Not offered |
| Corporate tax filing and tax advice | — | Your tax consultant |
Two lines there matter more than the rest. Materials and uniforms can sit on either side, and the price only makes sense once the contract says which. We settle both at quotation rather than after mobilisation.
The sites we run
Each one is judged on something different, and the staffing plan reflects that.
Corporate offices and towers
Cleaning before staff arrive, then day-shift upkeep of washrooms, pantry and meeting rooms.
Factories and industrial units
Shop floor, washrooms, canteen and office block, on shift, around production.
Warehouses and logistics sites
Large floor areas, dock and yard cleaning, and support staff on the operation’s hours.
Hospitals and clinics
A different standard entirely — see hospital support staffing for the infection-control side.
Residential towers and societies
Common areas, stairs, lifts, basements and gardens, reporting to the building manager.
Schools, universities and institutions
Scheduled around teaching hours, with grounds and labs included.
Registered with the bodies that matter
We are a registered Pakistani company and a registered employer. Incorporation, tax and statutory registrations are all in place, and the documents are shared directly with clients during vendor prequalification.
SECP
Securities & Exchange Commission of Pakistan — our company incorporation
EOBI
Employees' Old-Age Benefits Institution — registered employer, contributions filed monthly
Provincial social security
PESSI, SESSI, IESSI or ESSI — registered by the worker's place of work
FBR
Federal Board of Revenue — tax registration and proper tax invoices

Where we are, and what we do not do
Our office is in Rawalpindi. The twin cities, the Taxila–Wah corridor and the GT Road industrial belt are where we are physically closest, and where mobilisation and replacement are fastest. We run contracts in Lahore, Karachi and other cities on request, with a named supervisor on site and the same reporting.
We do not supply security guards. Guarding is a separately licensed activity and we stay inside what we are registered to do. We also do not offer pest control or specialist chemical treatments — both need a capability we do not have, and listing a service we cannot deliver costs more than the enquiry it brings.
We do not publish a cost per square foot. Headcount comes from the survey, and the price follows the headcount, the shift pattern and the materials position. Anyone quoting a rate before seeing your site is quoting a guess.
Frequently asked questions
Do you quote per square foot?
No. We quote after a site survey, because headcount is driven by what is actually there — floors, washroom count, footfall, surfaces and the hours the building runs. A rate per square foot quoted before the survey is a guess that gets corrected later, usually upward.
Who provides the cleaning chemicals, consumables and machines?
Either side can. It is agreed at quotation and written into the contract, because it changes the price materially. Tell us at enquiry stage which model you prefer.
Can you take over from our existing contractor and keep the same staff?
Sometimes, and we tell you honestly at survey stage rather than at handover. Where workers can be absorbed, they come onto our payroll with proper contracts and registration — which is often the fastest route to a stable transition, because they already know the building.
What compliance records do we receive?
Written contracts, attendance records, evidence of bank-paid salaries, and EOBI and provincial social security registration and contribution records for the workers on your site. These are produced on request, which is what an internal audit or a client assessment actually asks for.
Do you provide security guards as part of facility management?
No. Guarding requires a separate provincial licence and we do not hold one. We supply housekeeping, janitorial, office support, kitchen, garden, laundry and maintenance-helper staff.
Which cities do you cover?
Rawalpindi and Islamabad are our home ground, including the Taxila–Wah corridor. We run contracts in Lahore, Karachi, Faisalabad, Sialkot and elsewhere on request.

Book a site survey
Send the premises type, covered area, washroom count, shift timings and whether you have an incumbent contractor. We survey the site, then give you a staffing plan and a quotation with the materials position settled.
