How prequalification works here

Public sector and private sector follow different routes

Public sector. Federal procuring agencies work under the Public Procurement Regulatory Authority Ordinance, 2002 and the Public Procurement Rules, 2026, which replaced the 2004 Rules. Prequalification of suppliers and contractors now sits at Rule 22 and Rule 23. Under Rule 8, procuring agencies carry out procurement through EPADS — the e-Pak Acquisition and Disposal System — so supplier registration on that platform is in practice a precondition to bidding for federal work.

Provinces run their own regimes: the Punjab Procurement Regulatory Authority under the Punjab Procurement Rules 2014, the Sindh Public Procurement Regulatory Authority under the Sindh Public Procurement Rules 2010, and the equivalent authorities in Khyber Pakhtunkhwa and Balochistan. Each has its own prequalification rules and its own portal.

Private sector. Corporate procurement runs its own vendor registration — a company profile, registrations, financials, references, HSE position and signed undertakings, often on the buyer’s own forms. We complete your forms rather than sending a brochure.

Questions procurement always asks

Answered here, so you do not have to email for them

These six come up in almost every prequalification we respond to.

Are you a registered company?

Yes — a single-member private limited company registered with SECP, with incorporation documents available on request.

Can you issue a proper tax invoice?

Yes. We hold tax registration and invoice with provincial sales tax on services, or under the Islamabad regime for Islamabad.

Are your workers covered?

Workers on our payroll have written contracts, bank-paid salaries, EOBI registration and provincial social security by place of work.

Who is liable for the workers?

For outsourced staff, we are the employer. The employment relationship, payroll and statutory liability sit with us, and the contract says so.

Can you scale and then scale back?

Yes. Headcount rises for a peak and returns afterwards, with registration keeping pace in both directions.

How fast can you mobilise?

It depends on the trade and the headcount. We confirm a date in writing at quotation rather than publishing a turnaround we cannot always meet.

Why there are no document numbers on this page

Our registration and licence numbers, and the certificates behind them, carry details we do not publish openly. They are sent directly to your procurement team on request, on our letterhead, with whatever undertakings your process requires. A vendor who publishes its full document set on an open web page is not protecting it.

How to register us as a vendor

Five steps, and we move at your pace

Most of this can be done in a day if your forms are ready.

1

Send us your requirement

Your vendor registration form, prequalification notice or tender document, and the deadline.

2

We return the document set

Completed forms, registration evidence, company profile, references and any undertakings or affidavits in your format.

3

Clarifications

A named contact answers queries from your procurement or compliance team directly, without going through a sales desk.

4

Site visit or presentation

Where your process includes one, we attend — at your premises or ours in Rawalpindi.

5

Approved vendor

Once registered, future requirements run off the same file instead of restarting the paperwork each time.

Scope

What we can be prequalified for, and what we cannot

Listing a service we cannot deliver would waste your evaluation time and ours.

We can be prequalified forWe cannot
Manpower supply, skilled and unskilledYes—
Staff outsourcing and third-party payrollYes—
Housekeeping, janitorial and facility supportYes—
Hospital and healthcare support staffingYes—
Project, plant and shutdown manpowerYes—
Security guarding—Separately licensed; not offered
Overseas recruitment and deployment—Requires an OEP licence; we work inside Pakistan only
Pest control and specialist treatments—Not offered
Nursing and other registered clinical roles—Reserved to PNMC-registered professionals

If your requirement mixes something we do with something we do not, say so at the outset — we will tell you which part we can bid for rather than bidding for all of it and subcontracting quietly.

Who we prequalify with

The buyers who ask for this

All of them ask for broadly the same file, in slightly different formats.

Industrial and manufacturing groups

Vendor panels for manpower, housekeeping and plant support, usually renewed annually.

Energy, oil and gas operators

The most demanding prequalification in Pakistan — HSE, labour compliance and financial standing all evidenced.

Hospitals and healthcare groups

Support staffing panels, with infection-control and documentation requirements attached.

Banks, corporates and shared-service centres

Facility and office support contracts, usually with a formal annual vendor review.

Institutions and public-sector bodies

Prequalification under the applicable federal or provincial procurement rules, through the relevant portal.

EPC and construction contractors

Labour-only packages, with the principal contractor carrying its own client’s compliance requirements down to us.

Registered & compliant

Registered with the bodies that matter

We are a registered Pakistani company and a registered employer. Incorporation, tax and statutory registrations are all in place, and the documents are shared directly with clients during vendor prequalification.

Track record

Companies the Khawaja Manpower group has worked with

Three decades of manpower, outsourcing and payroll work across energy, engineering and industry — for operators who audit their vendors before they appoint them.

Client names and marks are the property of their respective owners and are shown to describe past engagements of the Khawaja Manpower group.

Said plainly

What we will not do to win a contract

We will not claim a certification we do not hold. There are no ISO numbers, no social-compliance marks and no safety accreditations claimed anywhere on this site, because we would have to produce them — and a claim that collapses at evidence stage costs more than the contract was worth.

We will not bid for scope we cannot deliver and subcontract it quietly. If part of your requirement is outside what we do, we say so in the response.

We will not name our clients in a public document. Past engagements are described to your procurement team on request, with references given directly where the client has agreed to act as one.

Questions

Frequently asked questions

Can you complete our own vendor registration form?

Yes, and we prefer it. Send your form, your prequalification notice or your tender document and we complete it in your format, including any undertakings or affidavits it requires.

Why are your registration numbers not shown on this page?

Because those documents carry details that should not sit on an open web page. They go directly to your procurement team on request, on our letterhead. This is a deliberate choice, not a gap.

Are you registered for public-sector procurement?

We respond to public-sector requirements under the applicable federal or provincial procurement rules. Federal procurement runs through EPADS under Rule 8 of the Public Procurement Rules 2026, and provinces run their own portals and rules. Send the specific notice and we will confirm our position for it.

Who is the employer of the workers deployed to our site?

On an outsourced contract, we are. Written contracts, payroll, EOBI and provincial social security sit with us, and the contract records that. This is usually the central question in a prequalification evaluation, and it should be answered in writing rather than assumed.

Do you hold ISO or social compliance certification?

No, and we do not claim otherwise. What we evidence is the employment and statutory record behind every worker — contracts, attendance, bank-paid salaries, EOBI and provincial social security — produced on request.

Can you provide bank references and financial information?

Yes, where your prequalification requires them. Tell us what the process asks for and we provide it directly to the named evaluator.

Request our prequalification documents

Send your vendor registration form, prequalification notice or tender document with its deadline. You get the completed file back with the evidence attached, from a named contact rather than a sales desk.
