Shutdown & Turnaround Manpower in Pakistan
Campaign manpower for plants inside Pakistan — welders, fitters, riggers, scaffolders, helpers and supervision mobilised against a fixed window, documented properly, and demobilised cleanly.
Khawaja Manpower (SMC-Private) Limited — a registered Pakistani company
What a turnaround actually needs
- A trade-by-trade manning matrix, agreed early
- Workers tested before they travel, not on site
- Registration completed for a short engagement
- Gate attendance that reconciles to payment
- Demobilisation and final settlement documented
Trades for a plant campaign
A turnaround is not a staffing problem with a deadline attached. It is a logistics problem where the staffing has to be finished before the window opens.
| Trade | Typical campaign scope |
|---|---|
| Welders | Structural, pipe and positional welding — tested on the process and position the job needs, before deployment |
| Fitters & mechanical technicians | Dismantling, overhaul, alignment and reassembly of static and rotating equipment |
| Riggers & crane support | Lifting, slinging and load movement with the lift plan your site requires |
| Scaffolders | Erection, alteration and dismantling of access, to your scaffold standard and inspection regime |
| Electricians & instrument technicians | Isolation support, motor and panel work, reinstatement and loop checks |
| Insulation, painting & blasting crews | Surface preparation and reinstatement within the campaign window |
| Helpers & general labour | Trade support, material movement, housekeeping and confined-space attendants |
| Supervision | Trade supervisors and a campaign coordinator as your single point of contact |

Short-duration hiring is where turnaround manpower goes wrong
Every supplier can list trades. The part that actually fails is the compliance behind a crew that exists for three weeks: registration completed for a short engagement, attendance that reconciles to what was paid, overtime recorded against a policy rather than remembered afterwards, and exits documented when two hundred people demobilise in the same forty-eight hours.
That paperwork is also what your own client, auditor or insurer asks for after the campaign, when the crew has gone home. We treat a campaign hire exactly like a permanent one — written contract, bank-paid salary with a payslip, EOBI, provincial social security by place of work, and a final settlement that is calculated and documented rather than estimated at the gate.
Working hours, rest intervals and overtime on a plant campaign sit under the factories legislation applying at your site — the Factories Act 1934 in Punjab and Islamabad, the Khyber Pakhtunkhwa Factories Act 2013, the Sindh Factories Act 2015. Workers’ compensation liability is likewise provincial and differently named in each. We confirm which applies to your site before we quote.
Six things fixed before the window opens
A turnaround is won or lost in the eight weeks before day one.
The manning matrix
Trade by trade, shift by shift, against your schedule — agreed early enough to actually recruit against.
Testing before travel
Welders weld a test piece in the right process and position; trades are assessed before they are put on a bus, not after.
Documents and gate passes
CNIC verification, references, police character certificates where required, and the document set your gate needs.
Transport, camp and messing
Accommodation, food and movement agreed in writing at quotation, because a crew that arrives with nowhere to sleep does not work the next morning.
Attendance that reconciles
A single attendance method agreed with your site, reconciled daily, so payment matches the gate record.
Demobilisation plan
How the crew leaves, when, and with what documentation — planned at the same time as the arrival.
There is no statutory trade licence for welders, riggers or scaffolders in Pakistan. Competence runs through testing, employer assessment and your own contract specification, and through the National Vocational Qualifications Framework administered by NAVTTC where a worker holds that certification. We will not describe our crews as “licensed” when no such licence exists. Where your scope requires registered engineering supervision, Pakistan Engineering Council registration is the relevant framework and we confirm our position against your requirement.
From enquiry to demobilisation
The dates below are the ones that matter; everything else follows them.
Scope and schedule review
Your window, your work scope and your access constraints, turned into a trade-by-trade manning matrix.
Recruitment and testing
Sourcing against that matrix, with trade testing completed before anyone travels.
Pre-mobilisation
Documents, gate passes, safety induction booking, transport and accommodation confirmed.
Execution
Crew on site to the roster, with a campaign coordinator on the ground, daily attendance reconciliation and overtime recorded as it happens.
Demobilisation and close-out
Planned exit, final settlement calculated and documented, and the campaign record handed over to you.
How a campaign is priced and what sits where
Turnaround pricing has more moving parts than ordinary supply, so they are listed rather than buried.

Rates are quoted per trade per day with overtime and standby treated separately, plus mobilisation and demobilisation. We put all of it in the quotation rather than letting it appear on the invoice later.
The plants and belts we work to
We name geography rather than clients, because client names are not ours to publish.
Refineries and petrochemical plants
Campaign crews for scheduled overhauls, with trade testing before travel.
Fertiliser, chemical and process plants
Annual turnarounds where the window is fixed months ahead and cannot slip.
Cement plants
Kiln and mill shutdowns, including the Taxila–Wah and northern Punjab belt near our own base.
Power generation
Outage support crews for scheduled maintenance windows.
Textile and heavy manufacturing
Mill overhauls and major maintenance campaigns, including the Faisalabad belt.
Ports, terminals and storage
Tank, terminal and materials-handling maintenance campaigns.
Registered with the bodies that matter
We are a registered Pakistani company and a registered employer. Incorporation, tax and statutory registrations are all in place, and the documents are shared directly with clients during vendor prequalification.

Read this before you compare quotations
Most pages that rank for this term in Pakistan are selling Pakistani workers to Gulf employers. This page is the opposite: crews for plants inside Pakistan. If you are an operator or an EPC contractor with a window to hit, that distinction matters, because the two businesses are run completely differently.
We will not promise a mobilisation time on a web page. A fifty-man fitter crew and a six-man 6G pipe-welder crew are different searches, and the honest answer depends on your trades, your headcount and your notice. We give you a date in writing at quotation, and we would rather lose the enquiry than publish a number we cannot hold.
We do not publish an incident record or a safety statistic. We work to your permit-to-work, isolation and HSE regime, and our crews attend your induction. Our office is in Rawalpindi; we mobilise to sites across Pakistan, and we do not supply security guards.
Frequently asked questions
Is this for plants in Pakistan, or for overseas deployment?
For plants inside Pakistan. Most Pakistani pages ranking for turnaround manpower are overseas recruitment companies supplying the Gulf. We work domestically — we do not hold an overseas employment promoter licence and we do not deploy abroad.
How quickly can you mobilise a crew?
It depends entirely on the trades and the headcount. Helpers and general labour mobilise quickly; positional pipe welders do not. We give you a date in writing at quotation rather than publishing a turnaround we cannot meet for every trade mix.
Are your welders and riggers certified?
Welders are tested on a practical test piece in the process and position your scope requires, before they travel. There is no statutory trade licence for welders, riggers or scaffolders in Pakistan — competence runs through testing, employer assessment and your contract specification, plus NVQF certification through NAVTTC where a worker holds it. We will not call crews “licensed” when no such licence exists.
Who handles accommodation, transport and food?
Either side can, and it is agreed in writing at quotation. For a remote site this is the single biggest cost variable after wages, so it belongs in the quotation rather than appearing on an invoice afterwards.
What compliance records do we get for a three-week campaign?
The same as for permanent staff: written contracts, attendance reconciled to payment, bank-paid salaries with payslips, EOBI and provincial social security, and documented final settlements at demobilisation. This is the record your auditor asks for after the crew has gone home.
Whose HSE regime applies?
Yours. Our crews work to your permit-to-work, isolation and site safety rules and attend your induction. We do not publish a safety statistic or an incident rate, because a number we cannot evidence is worth nothing to you.
