Payroll Outsourcing Services in Islamabad
Your employees stay yours. We run the payroll — from the next city, not the next province. Salary processing and bank payment, payslips, EOBI, IESSI registration and contributions, attendance and exit records, one invoice a month.
Khawaja Manpower (SMC-Private) Limited — a registered Pakistani company
What we run every month
- Salary calculation, your approval, bank payment
- Payslips to every employee
- EOBI — federal, filed monthly
- IESSI — your provincial filing
- Attendance, leave, joining and exit records
Our office is twenty minutes down the road
Everywhere else we say, honestly, that payroll is administrative work and needs no local office. Islamabad is the exception where the question never arises — our office is in Rawalpindi, the next city, not the next province.
A face in the room for the handover, a signature collected, documents walked in rather than couriered: an ordinary morning for us. There is no separate premises inside Islamabad, and for twin-city work that has never been the constraint.
Islamabad’s employer base is offices, not factories
Which changes what the payroll has to prove, and to whom.
NGOs and development-sector offices
Hiring against project budgets and grant periods, where donor audits want the payroll trail, not a summary.
IT and software companies
Blue Area, I-9/I-10 and the technology parks — fast joining and exit, allowance-heavy pay.
Consultancies and professional firms
Where payroll is the office manager’s job, squeezed between everything else.
Locally engaged staff of missions and international offices
Outside the main HR system, and usually outside anyone’s payroll software.
Branch and liaison offices with no HR
HR is in Karachi, Lahore or abroad; the branch is on its own every month.
Fixed-term project staff
End dates known from day one — so exit documentation should never be a surprise.
IESSI, not PESSI
Social security in Pakistan is provincial, and the Islamabad Capital Territory is not a province — it is administered separately, with its own labour administration rather than Punjab’s. For an employee working in Islamabad the institution is the ICT Employees Social Security Institution, headed by its own Commissioner and based in Islamabad. It registers industries and commercial establishments in ICT and their employees, and provides health care and cash benefits for sickness, maternity, employment injury and death. Labour laws in the territory are implemented by the ICT Labour Welfare Department. EOBI, being federal, applies here as everywhere else — so an Islamabad employer files with both, monthly.
The twin-city trap
One company, one management, two jurisdictions. What decides the institution is where the person works, not where they live — and in the twin cities most people live on the other side of the line from their job.
| Where the employee actually works | Institution |
|---|---|
| An office in Blue Area, F-7, G-8, I-9 — anywhere in ICT | IESSI |
| A warehouse, workshop or branch in Rawalpindi, Chaklala or on GT Road | PESSI (Punjab) |
| Any of the above | EOBI — federal, across both |
An Islamabad head office with a Rawalpindi store runs IESSI and PESSI registrations side by side, with one federal EOBI across both. We register each employee against the institution for their place of work, keep both record sets current, and still send one invoice.
Two notifications, twenty kilometres apart
The boundary moves the wage floor too. ICT minimum wages are notified for Islamabad and implemented by the ICT Labour Welfare Department under the Minimum Wages Ordinance, 1961. Across the line, Punjab notifies its own under the Punjab Minimum Wages Act, 2019. Two instruments, two authorities, two timetables.
Published ICT and Punjab rates conflict across news reports and HR websites, and are revised at different times. The reliable source is the current notification — the ICT one for Islamabad staff, Punjab’s for Rawalpindi staff. We check both, and at every revision.
The monthly cycle
A payroll month runs to a calendar, not to goodwill.
Cut-off
Attendance, leave, overtime, joiners, leavers and salary changes by an agreed date.
Calculation
Computed against your salary structure and policy.
Your review
You see the payroll register before any money moves.
Payment & payslips
Bank transfer on the agreed date; payslips to every employee.
Filings & reporting
EOBI and provincial contributions filed, then your summary and one invoice.
The monthly file
Islamabad buyers get audited more than most: donors, head offices abroad, grant closures. So the output is a file, not just a payment — attendance and leave records, the approved payroll calculation, bank transfer confirmations, payslips, EOBI and IESSI contribution records, contracts and exit documentation with final settlements.
Deduction records are kept, but tax filing and tax advice remain with your own tax consultant.

Frequently asked questions
Our office is in Islamabad but our warehouse is in Rawalpindi. One payroll or two?
One payroll, two registrations. Islamabad staff to IESSI, Rawalpindi staff to PESSI, EOBI covering both federally, one summary and one invoice for you.
Our staff live in Rawalpindi but work in Islamabad. Where do they register?
Registration follows the place of work, not the place of residence. Staff working in Islamabad register with IESSI, whatever side of the line they sleep on. Where a company has people on both sides, each jurisdiction is recorded separately and you still receive a single invoice.
We are an NGO and our donor audits the payroll. What do you give us?
The monthly file described above, per employee, for whatever period the auditor asks for. We maintain records to that standard; we do not certify compliance with any particular donor’s rules.
Our staff are hired against a project that ends in March. Does that work?
Yes — fixed-term staff are administered the same way, with the end date in the record from day one, so exit documentation and final settlement are not a surprise.
Can we meet your team before signing?
Yes, and in Islamabad that is easy — our office is in Rawalpindi. Most handovers here happen in person rather than over email.
Do you cover the other cities?
Yes — see Karachi, Lahore, and the full service at payroll outsourcing in Pakistan.
