Payroll Outsourcing Services in Peshawar
Your employees stay yours. The administration moves to us — salaries computed and paid, payslips issued, EOBI filed federally and ESSI filed in Khyber Pakhtunkhwa, attendance and leave on record, exits documented, and a single invoice each month.

Four kinds of employer, four different failures
Peshawar’s payroll problems are not Lahore’s. They start with the fact that the province is different.
| Who you are | What actually hurts |
|---|---|
| A company headquartered in Punjab with staff in Peshawar | Everyone filed under Punjab because that is where the HR desk sits — the single most common error we are asked to fix |
| Marble, chipboard, furniture and light manufacturing units | A worker base that moves between units, with registration never quite catching up |
| Trading houses and distribution businesses | Field staff nobody can prove worked which day, and overtime settled from memory |
| Project offices, NGOs and institutions | Fixed-term contracts, rotation, and exits that were never documented properly |
If you also need the people in the first place rather than only the payroll behind them, see manpower supply in Peshawar.
Khyber Pakhtunkhwa is not Punjab, and payroll knows it
An employee working in Peshawar registers with the Khyber Pakhtunkhwa Employees Social Security Institution — ESSI. The establishment registers first, then each eligible employee, and contributions run monthly. ESSI administers benefits covering sickness, maternity, employment injury and death for registered workers and their dependants.
EOBI remains federal and sits alongside ESSI, not inside it. So a Peshawar employer runs two routes for the same employee — one national, one provincial — and they are filed separately.
This is where multi-province companies come unstuck. A business with its head office in Lahore or Islamabad and a branch in Peshawar is running two different provincial institutions at the same time. Filing everyone under the head office’s province is quick, quiet, and wrong — and it stays wrong for years until somebody checks.
Six things that are different once your employee works in KP
The arithmetic is identical. Everything around it is not.
A different institution
ESSI, not PESSI or SESSI. Separate registration, separate filing, separate correspondence.
EOBI does not change
Federal, and identical for an employee in Peshawar, Lahore or Karachi. One route for the whole country.
A separate wage notification
Khyber Pakhtunkhwa notifies its own minimum wage under the Khyber Pakhtunkhwa Minimum Wages Act, 2013 and the Rules of 2022, on its own timetable.
Two routes at once
Head office in Punjab and staff in KP means both institutions are live for your company, every month.
Records held per jurisdiction
Contribution records kept by province, so each one can be produced on its own when asked for.
Place of work decides
Not where your office is, not where payroll is processed — where the employee actually works.
The numbers circulating on HR blogs and news sites disagree with one another, and KP revises on its own schedule. We work from the current Khyber Pakhtunkhwa notification and re-check it at every revision rather than publishing a figure that may already be stale.
The monthly cycle
A payroll month runs to a calendar, not to goodwill.
Inputs close
Everything that changes a number — hours, leave, overtime, people joining or leaving, revised salaries — reaches us by a fixed day.
We compute
Against your own salary structure and your own rules. Nothing is applied that you have not agreed.
You sign off
The register comes to you first. No payment is released until you have approved what is in it.
Money and payslips move
Transfer on the agreed date, and a payslip to every employee the same day.
Both filings go in
EOBI federally, ESSI provincially, each recorded separately — then your summary and a single invoice.
Included, and not included
Stated plainly, because the gap between the two is where most payroll disputes begin.
| Included | Stays with you | |
|---|---|---|
| Salary calculation and bank payment | Yes | — |
| Payslips and monthly payroll register | Yes | — |
| EOBI and ESSI registration and filing | Yes | — |
| Attendance, leave, joining and exit records | Yes | — |
| Deciding salaries, raises and bonuses | — | Yours |
| Hiring, supervision and performance | — | Yours |
| Corporate tax filing and tax advice | — | Your tax consultant |
We keep the deduction records. Tax filing and tax advice stay with your own tax consultant — we will work alongside them, and we will not pretend to replace them.
What actually pushes a Peshawar company to hand payroll over
Rarely the arithmetic. Almost always one of these.
A branch in another province
Two institutions running at once, and nobody internally certain which employee belongs where.
One person holds everything
Payroll knowledge sitting with a single employee is one resignation away from a bad quarter.
Wage notifications that move
Tracking a provincial revision is a recurring job, not a one-time setup, and it is the first thing that gets dropped.
A record that has to be produced
An institution, a buyer or a lender asks for contribution records, and nobody can assemble them quickly.
Month-end swallowing the week
The last week of every month lost to payroll instead of to work that earns money.
An inherited mess
EOBI done for years, provincial social security never touched. Common, and fixable — we tell you before we quote, not after.
Registered with the bodies that matter
We are a registered Pakistani company and a registered employer. Incorporation, tax and statutory registrations are all in place, and the documents are shared directly with clients during vendor prequalification.
SECP
Securities & Exchange Commission of Pakistan — our company incorporation
EOBI
Employees' Old-Age Benefits Institution — registered employer, contributions filed monthly
Provincial social security
PESSI, SESSI, IESSI or ESSI — registered by the worker's place of work
FBR
Federal Board of Revenue — tax registration and proper tax invoices
Companies the Khawaja Manpower group has worked with
Three decades of manpower, outsourcing and payroll work across energy, engineering and industry — for operators who audit their vendors before they appoint them.
Client names and marks are the property of their respective owners and are shown to describe past engagements of the Khawaja Manpower group.
Peshawar without a Peshawar office
Our office is in Rawalpindi, and there is no Peshawar branch.
That matters less here than it would for manpower supply, because nothing in a payroll month requires standing in your office. Numbers arrive digitally, the computation and the ESSI correspondence happen at a desk, and approvals travel on email and WhatsApp. Where a task genuinely has to be done in person in Peshawar, we tell you that it does and arrange it — rather than quietly letting it slide.
Nothing about the employment relationship moves. The people on your payroll remain your employees on your contracts, at the salaries you set, hired and supervised by you. All that changes is who does the administration behind it.
Frequently asked questions
Our head office is in Punjab but our branch staff work in Peshawar. Where do they register?
Where they work. Staff working in Peshawar register with ESSI in Khyber Pakhtunkhwa, even though your head office and your HR desk sit in Punjab. Your Punjab staff stay with PESSI. Both run at the same time, and EOBI runs federally across all of them.
Peshawar mein ESSI ka kaam kaun karega jab aapka office Pindi mein hai?
ESSI ka registration aur monthly filing zyadatar daftar mein baith kar hota hai — correspondence, record aur contribution ka kaam Rawalpindi se usi tarah chalta hai. Agar kisi kaam ke liye Peshawar mein hazir hona zaroori ho to hum pehle bata dete hain aur arrange kar lete hain.
We have been filing EOBI for years but never touched provincial social security. What now?
It is more common than you would think, and it is fixable. We check which registrations exist and which are missing before we quote, so you know the position at the start rather than discovering it in month three.
Does the Khyber Pakhtunkhwa minimum wage change at the same time as Punjab’s?
No. KP notifies under its own Act and Rules on its own timetable, so a company with staff in both provinces is following two notifications issued at different times. Tracking both is part of what we do.
Do our staff become your employees?
No. Payroll outsourcing means they stay your employees — we process what you decide and keep the record. If you want staff on our payroll instead, that is a different service: staff outsourcing.
Can you take over mid-year?
Yes, and most transitions do happen mid-year. We pick up from a date you choose, bring the year-to-date balances and deduction history over with it, and run the first month in parallel with your existing process so you can compare both outputs before trusting ours.
